April 19, 2010
The Sweetwater County Library System Board of Directors met in regular session on April 19, 2010, at White Mountain Library in Rock Springs with the following present: Stephanie Thompson, Chair, Rick Kempa, Vice Chair; John Dahlgren, Treasurer; Nancy Talboom, Pepper Rynio-Brandt Board Members; Scott Kinney, Director; Paula Wonnacott, County Commissioner; Leora Kraft, Business Office; Janice Grover-Roosa, PR/Programming; Julie Farr, Carol Pivik, and Jason Grubb White Mountain Library Staff.
Thompson called the meeting to order at 6:00 pm.
Approval of Agenda:
Kempa made a motion to approve the agenda. Talboom seconded and the motion carried.
Approval of Minutes:
Talboom made a motion to approve the March regular board minutes as presented. Rynio-Brandt seconded and the motion carried.
Financial Report and Approval of Expenditures:
The March and April Checking Account Activity Reports were passed for board signatures, there were no voided check this month.
The April Current Investments Report also shows the transfer of $235,000 from the Wyoming Government Investment Fund to cover expenses as of April 30, 2010 of $233,579, leaving $1,420.09 in the checking account. Rynio-Brandt made a motion to approve the transfer of $235,000 from the Wyoming Government Investment Fund to cover expenses as of April 30, 2010 of $233,579.91, leaving $1,420.09 in the checking account. Dahlgren seconded and the motion carried.
At the end of April, we will be 10/12 through the fiscal year, a percentage of 83%. The April Budget Analysis income is at 54.1%, administration expense is at 80.6%, library materials expense is at 73.1%, supplies expense is at 63.8%, communications/training expense is at 74.7%, utilities expense is at 72.9% and total expenses is at 78.2%.
Correspondence:
Copies of a thank you card from Washington Elementary to Barbara and LeAnna for coming to the school and handing out library cards, also a thank you from a Library patron in Wisconsin for sending of DVD’s through ILL. Congratulatory note to the Rock Springs Library for their 100th anniversary was sent by Senator John Barraso.
Announcements:
Janice Grover-Roosa commented on:
National Library week was successful, there was programming everyday, cake decorating contests and programming for kids.
Charlie Love and Craig Thompson will be presenting their point of views on Glaciers, Thursday, April 22, 7 pm at the WML.
Jason Grubb was introduced as the new Head of Circulation for the White Mountain Library.
Scott thanked John for setting up the proclamation for National Poetry Month with the Green River city council. Ellie and some of the teen group attend the council meeting.
Public Comment:
None
Old Business:
a. Budget has been turned in. Paula Wonnacott stated that the commissioners are trying to have initial budget reports out by May 1st; Jason McCormick is meeting with the individual groups at this time. The Budget Committee will meet Wed. at 3:45pm
b. None
New Business:
a. Kinney went over the schedule for summer closers, Kinney explained the hours at the Rural Branches are due to public need and recommendation. Rynio-Brandt made a motion to pass summer hours and Talboom seconded the motion.
b. Other – Rick Kempa asked that when time is available that the Library’s explore recycling, comments were made about what the libraries were already doing to contribute to this effort. Kinney stated that when time allotted further efforts would be made.
Contracts:
A contract between Sweetwater County Library and Paul Taylor for a April 19-30, 2010 Residency Presentation at the North Park Elementary was signed by Debora Soule, Director of CFAC was signed on October 19, 2009. Talboom made a motion to ratify the contract, Kempa seconded the motion.
County Commissioner’s Report:
Wonnacott stated that it was all about the budget. No further comments were made.
Director’s Report:
Kinney’s report was submitted as written.
Kempa asked about the all staff meeting. Kinney stated that the meeting was very productive and communication was good and they are working towards standardizing policy between all libraries. Kempa asked that we work on connecting with the WWCC Library staff to make sure there’s an understanding what each library offers.
Monthly Statistics:
Kinney stated that statistics over all are up in all aspects of library services, and projected that children’s services will be even higher heading into the summer months. ILL is up and Sweetwater County is the largest ILL lender in the state. Thompson requested that they be given an overview of the statistics for the last 5 years.

Staff Presentation: Carol Pivik, Reference/Collection Development/Interlibrary Loan Librarian at White Mountain Library gave a presentation about some of her job duties:
Reference:
• Assists patrons with reference questions on a variety of subjects, utilizing a number of resources.
• Conducts reference interviews with patrons—organize and extract information.
Collection Development:
• Reviews, selects and orders print and non-print materials for adult patrons.
• Keeps up on best sellers and topics of interest so they are available for patrons.
• Reviews, selects, and orders materials for reference.
Interlibrary Loan:
• Handles in-state and out-of-state requests for our library’s materials.
• Requests materials that we do not own from in-state and out-of-state libraries for our patrons.
Additional Duties:
• Provides instruction of online catalog, databases, and the Internet.
• Assists in managing the adult materials budget.
• Supervises use of public computers in the adult area and Teen Room.
• Selects donations to add to the collection.
• Watches over the use of the new game room.
• Weeds unused, outdated titles.
• Assists at the circulation desk.
• Written articles representing new books for the local newspaper (on a variety of topics).
• Creates displays for the library.
• Organizes and manages a number of workshops and presentations for the public.
• Served on a number of library committees.
Set Time and Location for Next Meeting:
The date for the next meeting will be Monday, May 17, 2010, at the Sweetwater County Library in Green River at 6 pm.

Thompson adjourned the board meeting at 6:40pm.
